Gobierno restringirá programa "100 a los 70" a los más pobres



El Consejo de Gabinete aprobó ayer un proyecto de ley por el cual se modifica la Ley 44 de 2009, que crea el Programa Especial de Asistencia Económica para los Adultos Mayores (mejor conocido como el programa "100 a los 70"). La iniciativa incorpora como requisito para ingresar al programa que existan "condiciones de riesgo social, vulnerabilidad, marginación o pobreza". (La Prensa)

Realmente, es un poco doloroso ver cómo este programa le ha dado un golpe en la cara al gobierno. Es realmente muy triste que una señora que nunca trabajó por cuidar sus 10 hijos pero que no vive en la pobreza porque bueno, vive con algún hijo, no tenga un dinerito suyo solamente porque no se está muriendo de hambre y para el que se está muriendo de hambre, 100 dólares no son nada ¿o no se han dado una vuelta por las farmacias y supermercados hace tiempo? Déjenle ese dinero como parte de una compensación por ser buena ciudadana, por cuidar con empeño y hacer hijos de bien, también el estado tiene una responsabilidad social con los adultos. Pero bueno, supongo que los hijos seguirán cuidando de ellos porque está visto que el Estado dejó el plumero

La lectura de hoy


El profeta Habacuc nos pone en el contexto del diálogo entre el profeta y Dios, donde el primero toma la iniciativa y pregunta a Dios por la raíz del mal y el sufrimiento que lo rodea. La injusticia, la violencia y la desigualdad parecen convertirse en la única forma de vivir de la sociedad en muchos momentos, no sólo de la historia del pueblo de Dios, sino también de la historia de la humanidad. La queja del profeta es clara: no hay justicia; se vive en una violación sistemática de los derechos básicos provocados por la anomia y la confusión de su tiempo. Sin embargo, la respuesta del Señor, ante la situación, no se hace esperar. El Dios de la historia y la creación hace un llamado al “justo” a la fidelidad y a la confianza. Dios se encuentra con el ser humano en la justicia, en la resistencia pacífica y en la esperanza del ser humano en él.

Las palabras de Jesús siguen resonando hoy. “Si tuvierais fe como un grano de mostaza...” O lo que es igual: si siguierais mi camino, si vivierais según el evangelio, tendríais la fuerza de Dios para cambiar el sistema.

Seguridad gasoil

Fuera de la falta de seguridad de este agente, ¿porqué un restaurante tiene un tanque de gas de 25 libras?

Tres explosiones; el mismo agente
En lo que va del año han ocurrido tres explosiones de alto perfil, que aunque no guardan relación entre sí, todas parecieran tener un punto de convergencia: el manejo inapropiado de las instalaciones de gas. El 9 de febrero un camión de Tropigas que abastecía un restaurante en el área bancaria se incendió por una falla en la bomba de suministro. (La Prensa)

Ni la Universidad se salvó
El 13 de agosto una fuga de gas en el PH Metric ocasionó un accidente en el que murieron 5 personas. 25 días después en el restaurante de la Facultad de Arquitectura de la Universidad de Panamá se reportó un estallido de un tanque de gas de 25 libras. "El dueño del restaurante cambió la manguera del gas y lo hizo mal" explicó el inspector de la Oficina de Seguridad, Juan de Arco. (La Prensa)

Hace varios años, cuando compré mi departamento (de segunda) Panagas se negó a instalar en las tuberías del edificio porque argulló que estaban deterioradas. Una vecina me aconsejó llamar a Tropigas, "porque ellos me la instalaban rapidito y sin hacer muchas preguntas". Lo preocupante del caso es que el departamento de ella está justo encima del mío, así que cuando explote...

Educación en Finlandia

The Finnish education system is composed of nine-year basic education (comprehensive school), preceded by one year of voluntary pre-primary education; upper secondary education, comprising vocational and general education; and higher education, provided by universities and polytechnics. Adult education is available at all levels.

In Finland, pre-primary education, basic education and upper secondary education and training, complemented by early childhood education and before- and after-school activities, form a coherent learning pathway that supports children's growth, development and well-being.

Students' opportunities to progress from one level of education to the next is safeguarded by legislation. Both general and vocational upper secondary certificates provide eligibility for further studies in universities and polytechnics. A student completing one level is always eligible for the next level studies. The qualifications of each level are governed by a separate Act of Parliament. This assures harmonised qualifications and their quality and guarantees students' rights.

Basic education is free general education provided for the whole age group. Upper secondary education consists of general education and vocational education and training (vocational qualifications and further and specialist qualifications).

During the first years of primary school, grading may be limited to verbal assessments rather than formal grades. The start of numerical grading is decided locally. Most commonly, comprehensive school pupils are issued a report card twice a year: at the ends of the autumn and spring terms. If a comprehensive school pupil receives the grade 4 in one subject at the end of the spring term, they must show by a separate examination at the end of summer term that they have improved in the subject. If the pupil receives multiple failing grades, they may have to retake the year. This, nonetheless, is rare and non-automatic. The decision to have a pupil retake a year is made by the teachers and the headmaster after interviewing the pupil and the parents.

Grades are given on scale from 4 to 10. In individual exams, but not on school year report or basic education certificate, it is also possible to divide the scale further with '½', which represents a half grade, and '+' and '–', which represent one-fourth a grade better or inferior. For example, the order is "9 < 9+ < 9½ < 10– < 10". The grade '10+' can also be awarded for a perfect performance with extra effort by the student.

Compherensive school students enjoy a number of social entitlements, such as school health care and a free lunch everyday that covers about a third of the daily nutritional need.[2] In addition, pupils are entitled to receive free books and materials and free school trips in the event that they have a long or arduous trip to school.

The welfare of Finnish society is built on education, culture and knowledge. All children are guaranteed opportunities for study and self-development according to their abilities, irrespective of their place of residence, language or financial status. All pupils are entitled to competent and high-quality education and guidance and to a safe learning environment and well-being. The flexible education system and basic educational security make for equity and consistency in results.

The Finnish education system is an egalitarian Nordic system, with no tuition fees for full-time students. Attendance is compulsory for nine years starting at age seven, and free meals are served to pupils at primary and secondary levels, where the pupils go to their local school. Education after primary school is divided into vocational and academic systems.
